A loyalist think-tank has urged the leaders of the main unionist parties not to return to Stormont before the measures contained in the Northern Ireland Protocol Bill are fully implemented.

In a letter to the leaders, Unionist Voice Policy Studies highlighted its ongoing concerns about the protocol.

The DUP has refused to form an executive until the protocol, which puts a border down the Irish Sea, is removed.

The protocol bill will pave the way for the UK to override parts of its Brexit Withdrawal Agreement with the EU agreed in 2019.

The policy studies group includes representatives of "bands, churches, community groups, ex-prisoners, legal professionals, academics and other cultural organisations".

It has produced several reports into the protocol and says it has provided written evidence the House of Lords sub-committee dealing with the issue.

It has also previously provided oral and written evidence to the Northern Ireland Affairs Committee on devolution and democracy and has been involved in legal action linked to the protocol.

Prominent group member Jamie Bryson has now written an open letter to leaders of the DUP, TUV, PUP and UUP stating that while the bill "represents a significant staging post towards" removing the protocol it "does not in of itself represent a solution sufficient to restore unionist confidence in power sharing".

Mr Bryson has raised several concerns about the implementation of the bill.

"It is our firm view that there is no basis for any return (phased or otherwise) to the Northern Ireland Assembly and/or Executive in the absence of (i) the Bill receiving Royal Assent, preferably with the necessary amendment on the Act of Union; (ii) the necessary commencement order being laid bringing all provisions into force; and (iii) the relevant regulations being laid," the letter states.

Speaking last night Mr Bryson added "it’s important political unionism is clear that until all those stages are satisfied, there will be no return to any form of power sharing, on a graduated basis or otherwise".
