Casement Park: Emergency services silent on 'positive' safety report

A STORMONT department has refused to release a safety body's report which the GAA says provides a "positive assessment" of its Casement Park plans.

And several agencies that sit on the Safety Technical Group (STG) have remained silent on the 'planning assurance report'.

Ulster GAA announced last week that the STG had completed the report on the west Belfast stadium design.

It said the document gives a "positive assessment" and "sound basis for development towards the GAA target capacity of 34,186".

The STG advises on the Casement plans and includes officials from the emergency services and the Sports Grounds Safety Authority (SGSA).

A review of the stadium project in 2015 recommended that before submitting a new planning application, the STG and Casement project team should "reach agreement that there is a viable plan to support the design capacity of the stadium".

It was commissioned following concerns after a safety expert told a Stormont committee the planned stadium could not be evacuated safely in certain emergencies.

Planning approval for the original design was quashed in 2014 in a High Court legal challenge.

Revised proposals were unveiled in October with a reduced crowd capacity, and a new planning application was submitted yesterday.

The Department for Communities (DfC) said it would only release the STG report under freedom of information legislation.

Both the fire and ambulance services did not respond when asked for a comment on the report, and whether they were now satisfied that all safety concerns surrounding Casement had been resolved.

The PSNI also did not address questions, but said the emergency services are "fully engaged" with the STG.

The SGSA said it would not comment as its representatives are "only advisers to the STG".

A DfC spokeswoman said: "The department is proposing to release the STG planning stage assurance report through appropriate channels, which is under the Environmental Information Regulations 2004. In following due process, the department needs to consult with stakeholders prior to releasing any information.

"The DfC stadia programme board has reviewed the STG planning stage assurance report and is assured that the STG and the UCGAA have reached agreement on a viable plan to support the design capacity of the stadium, ahead of GAA submitting a revised planning application.

"The STG will continue to advise the department on spectator safety plans throughout the detailed design and construction stages of the project."
