Muckamore Inquiry panel member replaced over 'possible conflict of interest'

A PANEL member on the public inquiry established to examine the allegedabuse of patents at Muckamore Abbey Hospital has withdrawn from the role.

Dr Peter Carter had been appointed as a panel member ahead of the setting up date of the inquiry on October 11.

However, his former role as Chief Executive and General Secretary of the Royal College of Nursing (RCN) means a "possible conflict of interest", Health Minister Robin Swann said.

Following discussions with Chair of the Inquiry, Tom Kark QC, Dr Carter has agreed to withdraw. He will be replaced by patient safety expert Dr Elaine Maxwell.

"While the inquiry chair had initially been satisfied that Dr Carter’s past RCN role raised no issues, further discussion with Dr Carter revealed issues which could give the perception of conflict," Mr Swann said.

"The decision should in no way be seen as a criticism of Dr Carter. I wish to thank him for his co-operation in this regard and for making himself available to serve on the

panel."
