Lights and security signs around Chinese Consulate 'more in keeping with industrial estate'

SECURITY signs and lights around the Chinese Consulate in south Belfast "more in keeping with an industrial estate", a resident has claimed.

Floodlights were put up late last year around the perimeter wall of the building on the Malone Road - one of Belfast's most sought-after addresses.

In addition, around 15 lanterns and 28 security signs have been put up within the last few weeks.

The consulate is based at MacNeice House, a listed building which dates from 1889.

Residents have previously complained about the building's perimeter wall which was built without planning permission.

Neighbours held protests at the consulate and Belfast City Council raised the issue with the Foreign Office.

Council planners launched legal proceedings after the work continued even after a stop notice was served.

However, in June, the High Court refused to order a halt to the works after ruling that Chinese Consul General, Madame Zhang Meifang, is protected by diplomatic immunity.

Martin McBurney, who lives close to the consulate, said the new signs and lanterns are not in keeping with the character of the area.

He said the new additions were "death by a thousand cuts".

"No matter what you seem to do they plough on and have little consideration for the residents," he said.

"I wrote to Madame Zhang about the lights and about these 28 signs saying they are not appropriate for a residential area.

"I also pointed out there is an Article 4 (conservation) directive on these streets which the residents agreed to because it means that (they) retain the finer elements of the conservation area.

"They have just gone ahead and put the signs up which are more in keeping with an industrial estate than they are for a residential area.

"The day I sent her the email, they were out putting up more signs and lanterns."

He said he has not yet received a reply to the email.

Mr McBurney said he had also written to Madame Zhang last year to express concerns about disruption caused by building work.

"Lorries were turning up at 6 o'clock in the morning and beeping their horns," he said.

The consulate did not comment.
