In a discussion about how Northern Ireland benefits from being part of the United Kingdom, Karen Bradley said; "Institutions like the BBC deliver great things".
Her comment was followed by the camera panning to Mrs Foster who was sitting in the audience next to DUP councillor Lee Reynolds.
Ms Foster held her hand to her face and is seen laughing and saying something to Mr Reynolds.
Since the RHI revelations relations between the DUP and sections of the BBC have soured with relatively few interviews with elected representatives and the public broadcaster.
Last night the clip had been viewed over 40,000 times.
