BELFAST City Council says its employees were not involving in moving wooden pallets after a picture began circulating on social media.
The image shows three men - two of whom are wearing high visibility jackets - carrying pallets along a pavement believed to be in the Donegall Pass area of south Belfast.
Loyalists build and burn an eleventh night bonfire in Donegall Pass annually.
Belfast City Council was alerted to the picture and said it "investigated this internally and early indications are that these are not Belfast City Council employees".
"The action referred to was not sanctioned by Belfast City Council."
