In March, the Health Promotion Agency (HPA) spent a chunk of its £5.3 million annual budget on an advertising campaign aimed at teenagers entitled: "Sex - don't just do it, think it through". It can be said with almost absolute certainty that this did not delay a single act of adolescent intercourse by as much as a millisecond.
